Did you grab some to try in a tank?

I think its more likely to be a Callitriche spp. (starwort). Callitriche stagnalis  is the introduced one that is the most common around here (Vic) but there are natives also.

It normally tolerates submersion but doesn't do well permanently submersed.

Photo is a bit far away but it looks like baby tears to me. It grows in moist areas but will spread into water. Also that is green algae behind it and I have heard it called bubble algae on other forums where members where deliberately growing it and putting it in their tanks. Dont know why anyone would want to do that it is ugly for a start. Couldn't find a pic but someone may actually be able to give the actual type of algae.

Either way it is usually found in stagnant water and the issue with it if it gets out of control is as it dies and sinks to the bottom the oxygen in the water is being used to help break it down. Therefore any livestock will die due to a lack of oxygen. And it looks pretty ordinary as well. The best way to help combat it is to have water flow.
