Have a look at IScapeAquatics for their 1L cylinders delivered full. AoA has the ISTA regulator. However they are side mounting ones. eBay has the compact version which is suitable for top mounting and is what I have. My set up is:

1. ISTA compact dual gauge regulator with integrated solenoid and needle valve (came with integrated bubble counter and checkvalve but did not use it). From goaqua88 ebay seller.

2. Up Aqua standalone bubble counter (container type with inlet and outlet both on top). From goaqua88 ebay seller.

3. Dupla CO2 check vavlves (one before BC and one after BC). From an LFS.

4. ISTA 1L and Up Aqua 1L CO2 cylinders (both from iscape aquatics)

5. DIY CO2 reactor using 50mm Holman Press PVC from Bunnings and powered by canister filter.

If you are not using a canister filter then you can DIY an internal one that is powered by a small internal pump. A plastic baby's milk bottle, drill and pump is all you need and as it sits inside the tank, you don't have to seal everything off.
