Woke up to cloudy water in my tank for the first time in a long time. I thought BB but wasn’t sure. Fish seemed to breathing fairly normally, maybe the slightest bit faster. I thought maybe I filled the the tank up too high and there wasn’t enough oxygen getting into the tank? Would this explain the breathing? If it is BB, it will just fix in its own time, right?

Beneficial bacteria doesn't float in the water column like that. Keep an eye on your pH, as that will crash the cloudier it gets due to the bacteria consuming nutrients and releasing lactic acid.

If it is indeed a bacterial bloom, you will need to clean the tank well especially in the substrate with a gravel vac and do lots of water changes. The current tank inhabitants will need a lot of oxygen so plenty of aeration and water breaking the surface tension is needed.

Have a read if the linked post for more ideas.

For some reason it doesn’t come up?

Also I’ve noticed it smells a bit, which is unusual bc I clean it every week. Do I need to clean the filter pads? Just worried about loosing bacteria really

Yes clean the filter media as well, but wash it in old aquarium water. As you are doing a water change, collect it in a bucket. All you need to do is give the hard media a rinse in this old water, and any sponge can be squeezed. That's it really, don't change it out for new media.

Ok, it link worked that time, makes sense. I cleaned filter pads in the tank water. It seems a bit cleaner but still not 100%

It won't be 100% clear immediately. You will need to keep up with the water changes. 25% daily with gravel vac.
