Algae? Fungus?

I have this kind of white "jelly" growing on a part of a wood root in one of my tank. This tank is 2 months old.

I already had this jelly when the tank was cycling. It appeared in the 3rd week and then disappeared after a week. Now it's back again.

Any idea of what it is?

If it's only on the wood, then it's a fungus.

Common in new tanks. You can leave it, or take to wood out and give it a brush to remove the fungus - obviously this is quicker at removing it, if you find it unsightly.

@larrymull yes, some shrimps do eat it. But it depends on your shrimp as well, who can be picky with what they eat. Especially the well fed ones.
