Tiny bugs climbing on glas in 5g shrimp tank??

Seed shrimp.

some think they are unsightly, especially if they multiply too much.

But it's a sign of good water quality ... and that you are feeding a bit too much.

Nah, not seed shrimp, a type of cylops or freshwater copepod. They just cruise around mopping up excess algae and bacteria in the water, and make a great fish food.
Decreased light, will decrease single celled algae which will lower numbers if you are so inclined. If you look close some will have a bunch of grapes hanging off the back end. Other types will have 2 bunches.

If you take some out and put in a large tub of water in full sun with aeration you can culture them on mass, harvest by scooping with a  fine mesh sieve, then sun dry in sheets/biscuits to use as shrimp/fish feed.
Very nutritious, and lots of omegas due to the huge amount of algae they eat.

These fellas in the link here are seed shrimp. Hard to see on such tiny critters, but they have a shell like a mini clam/pipi/mussle.
