Help with Temperature Problems!

I was just wondering how people get their temperature temps down in their tanks without using chillers.

Right now my temperature in my tank is stable 28.5C through today's heat, and i also have a twin fan that blows about 10cms above the water level but i don't think it is doing much to lower temps down. I also tried using ice bottles and it really takes a while until the tank goes down and also the ice melts really fast!

Anyone have any other ideas to lower temp? I'm lucky i do not have any shrimps in the tank but i would really like some soon! and urgently need help with temperature problems! Thanks!

As an emergency, or when one of my chillers fail, I always have a couple of Chinese takeaway containers, with RO water in the freezer.....when the temp gets too to, I just throw it in..., seems to work well.
